Council
Ahead of Monday's budget vote, IBJ reports on the administration's cuts
The City-County Council takes its final vote on the roughly $1.9B 2027 budget on Monday, Oct. 19. It needs 13 of 25 votes to pass. On Oct. 16 the Indianapolis Business Journal reported on the spending cuts the Hogsett administration made when it built the budget. The full list is behind IBJ's paywall, and this bulletin has not independently confirmed the amounts.

Surveillance
Details emerge on bipartisan TRUST ordinance for surveillance technology
Councilors Jesse Brown and Council Vice President John Barth are drafting the Transparent and Responsible Use of Surveillance Technology (TRUST) Ordinance. Republican Councilor Michael-Paul Hart has said he supports its approach. It would cover license-plate readers such as Flock cameras, facial recognition, gunshot detection and drones.
New details reported this week: the draft would limit stored data to 30 days, require Council approval and a public hearing before an agency adopts new surveillance technology, and add privacy reviews, audits and public reports. A companion resolution would create a resident-led oversight board. Supporters hope to pass it before the end of the year, ahead of the 2027 legislative session. Hart has said legislation introduced Monday would go through the normal committee process, which could take at least a month.
The effort follows September charges against five current or former IMPD officers who are accused of misusing Flock cameras. The officers have not been convicted.
